Captain Hupp


CAPT Hupp joined the Navy in his senior year of high school under the Delayed Entry Program in 1980.  Following AC A’ School, he was assigned to NAS Patuxent River, Maryland as a tower air traffic controller.  He applied for an appointment to the United States Naval Academy and was selected to attend the United States Naval Academy Prep School in the summer of 1983.  CAPT Hupp received a Bachelor of Science degree and was commissioned an Ensign in May of 1988 upon his graduation from the United States Naval Academy.  Following completion of the Surface Warfare Division Officer Course in Newport, RI in February of 1989, he reported to his first sea assignment USS PHARRIS (FF 1094) as Communications Officer.  While in USS PHARRIS, he obtained his Surface Warfare qualification, served as Main Propulsion Assistant and gained his Engineering Officer of the Watch qualification.  CAPT Hupp's second-tour division officer assignment was between September 1991 and April 1993 as Battery Control Officer and Combat Systems Overhaul Coordinator for installation of New Threat Upgrade in USS SOUTH CAROLINA (CGN 37). During his tour in USS SOUTH CAROLINA, CAPT Hupp was selected to attend Old Dominion University to obtain a master’s degree under the Fully-Funded Graduate Education Program.  He successfully completed the program and was awarded a Master of Arts in Education Administration in December of 1994.  After completing the Surface Warfare Department Head course and subsequent AEGIS pipeline training in November of 1995, CAPT Hupp reported aboard USS THOMAS S GATES (CG 51) as Weapons Control Officer.  He assumed the role of Combat Systems Officer in the middle of his “single-longer” department head tour, and successfully completed this tour in October of 1998.   CAPT Hupp then reported as Combat Systems Officer/LAN Administrator for Commander, Amphibious Group TWO.  During his tour there, he was screened Executive Officer (Special Assignment).  He then reported to the staff of Commander, Naval Surface Group TWO as the Assistant Chief of Staff for Training and Readiness, and completed this staff tour in Mayport in November 2002.  Immediately following, CAPT Hupp completed the prospective Executive Officer pipeline, and finished his tour as Beachmaster Unit TWO Executive Officer in November of 2004.  CAPT Hupp concluded a highly successful tour as Commanding Officer of Navy Operational Support Center Fort McHenry, Baltimore, Maryland in 2007.   CAPT Hupp then served as Chief Staff Officer Navy Region Mid-Atlantic Reserve Component Command and more recently served as Director, Reserve Personnel Administration within Reserve Personnel Management (PERS 9) at Navy Personnel Command located on NSA Mid-South Millington, TN.  CAPT Hupp’s final tour on active duty was Commanding Officer of Navy Operational Support Center Tampa, FL from June of 2012 through March of 2014.
